Mystery Chile Everton Flag With Bilbao Fans

Just want to know what the significance of the Athletico Bilbao fans with the Chile flag with 'EVERTON' on it.

I know there is an Everton team in Chile, hence the flag, but why have the Bilbao fans got.

Unless it's just that they wear red and white stripes and blue shorts, which is the colours of the Chile flag.
