OF OUR CITY: WHAT IS GOING ON AT THE KINGS DOCK? The Everton for Kings Dock Group (EKD) supports the Everton/SFX bid (under the name Houston Securities) for the site because we believe it is in the best long term interests of our City and our Club. If this were not so, we would not support it. In our opinion, the proposed scheme is a dazzling architectural concept far superior to any of its competitors. Our City has long needed this facility for its loyal citizens. According to media publicity our bid has been shortlisted by Liverpool Vision, an unelected, Government-appointed organisation. The site is owned by English Partnerships, under instruction from the Department of the Environment, Transport and Regions (DETR). The responsible Government Minister is John Prescott. The other firm shortlisted is a Manchester consortium named ICIAN. This consortium consists of AMEC, British Waterways, Crosby Homes and Commercial General and Norwich Union. None of these firms have any substantial connections with our City. We believe this combination of interests speaks for itself. The Everton/SFX bid is the only submitted
scheme which matches most of the stated planning policies of Liverpool
Vision in their own document, “Strategic Regeneration Framework” and
the accompanying “Summary” dated July 2000. Those who have followed the review process will know that the final decision has been postponed twice. The most recent postponement happened shortly before the last publicly announced final decision date of 15th May, 2001. We are now told the postponement is “indefinite.” We are entitled to ask WHY? Why YET ANOTHER postponement? Upon further examination we are also prompted to ask if the review process can be carried out without public concern when the following facts are considered: Alan Cockshaw, Chairman of English Partnerships, was Chairman of AMEC up to 1997. Mike Appleton, Regional and Planning Director of English Partnerships, and a Board Member of Liverpool Vision, was Director of Development at AMEC in 1996. Jim Gill, Commercial Director of English Partnerships, to be Chief of Liverpool Vision from July 2001, was Director of Regeneration at AMEC from 1990 to 1994. As we have noted above, AMEC is a KEY member of the ICIAN consortium. We therefore merely ask if it is in the
public interest for each of these individuals to be connected with two
organisations who have important roles to play in the decision making
process, as well as previous connections with one of the shortlisted
bidders. We are confident that any truly independent
and objective analysis will conclude that the Houston Securities bid
is the only suitable, practicable, sustainable and desirable solution
for this magnificent site. We ask again for your support. We ask you

to push the kings dock decision our way. At present I am very pessimistic
about our chances of getting it.Reading between the lines my view is
the decision has already been taken and not in our favour.Why did the
Echo suddenly come out in our favour of the stadium when months earlier
they seemed to give it a very negative press?.Why did Mike Storey give
his public backing to it late in the day? Maybe I'm being paranoid but
I think they are covering their arses for when the bad news arrives.They
will make their statements saying they were behind the plans and done
their part to influence the decision ,so they take no flak off Evertonions
,the voters etc. We need this stadium more than weve needed any thing
in our history but I have a bad feeling about it.
